If the president wants to engage in military action

A the president can send troops into action, but Congress must declare war
B the Senate can send troops into action, but the president must declare war

Hi there friend :)

I believe the best /correct answer is A. The President can send troops into action, but Congress must declare war. I think A is correct because it makes the most sense of what a President would do and for what ever the other country did was against the law or was not right then I think the Congress would declare war because if there is a reason to declare war then it should happen but if there's not really a reasonable explanation for what happened then then war shouldn't be declared. If I was in congress I would do the same, but its just from a point of view from the way I see it and a different perspective of it.
