How does frame of reference affect how motion is described?

Frame of reference TOTALLY affects how motion is described.

ALL measurements of motion are ALWAYS described relative to
some frame of reference.

And so is kinetic energy and so is gravitational potential energy.

Changing the frame of reference changes ALL of these.

And there's no such thing as the "REAL" motion or the "REAL"
mechanical energy. It totally depends on the frame of reference
in which it's measured.
