Yes. Just halve the original velocity (22miles/1hrs) which gives you 11miles/.5hrs(30 min).

Yes. If you are going 22 Mph, since 11 is half of 22 it will take half the time to get there. And half of an hour is thirty minutes giving you 15 minutes to spare
