the law of exponents says that an exponent in the denominator by itself is equal to its inverse. this means:
1/(x^2) = x^-2
so for a:
3/(x^5) = 3 * (x^-5) = 3x^-5
b:
8/(4y^2) = (8 * y^-2)/4 = (8/4) * y^-2 = 2y^-2
