Why do you think one country is dealing with a famine and the other is not (even though their land use devoted to agriculture is similar)?

Even when two countries are devoting similar amount of land for agriculture, natural disaster could occurred unpredictably and destroyed large amount of crops. Example of this would be the dust bowl that destroyed large portion of Irish agriculture in 1930s.

On top of problems that arise because of unlucky climates, sometimes land management also played a crucial part in preventing a famine. A lot of farmers did not know how to properly plant their crops without destroying the soil composition. Government could provide educations for such farmers and prevent famine from happening.
