Because it is efficiently difficult. Deciding what rights people should have is a hard job. They had to decide on alcohol, trade, slaves, etc.

When the framers wrote the United States Constitution, they wrote it so it would last. This way they made the amending document a different task. Because of this, the Constitution only has 27 amendments including the Bill of Rights.

To amend the Constitution, the idea must have a major impact that affects all Americans lives, otherwise, the amendment won’t pass.

A proposed amendment must be passed by 2/3 of both houses, then ratified by legislatures of 3/4 of states. Another option is to start the amendment process by 2/3 of the state’s legislatures asks the Congress to call a Constitutional Convention.
