-6x > 42
When you divide an inequality by a negative the sign flips
x < -7
The last option shows this as it shows all numbers less than 7 with an open circle indicating not equal to 7.

Answer is option D.
SOLUTION:
-6x>42
6x <-42 (sign of inequality changes with change in negative sign)
x <-42/6
x <-7
Here, inequality shows that value of x must be less than -7 (not including -7).
