President Lincoln and, his Vice President, Andrew Johnson devised the Ten Percent Plan, which consisted on allowing the rebellious states to rejoin the Union as long as ten percent of them approves the abolishing of slavery.

In order to provide rights, education and medical assistance to slaves, the Congress created the Freedmen's Bureau.

Lincoln cared deeply for the Union so he wanted the South to return in his own terms; but Johnson preferred to ally with ex-Confederate leaders, something that northerns considered treason.

Unfortunately, the Ten Percent Plan didn't pass and Lincoln was assassinated.
