Slope-intercept form:

y = mx + b

"m" is the slope, "b" is the y-intercept (the y value when x = 0, or (0,y))

For lines to be parallel, their slopes have to be the SAME.

The given line's slope is 4, so the parallel line's slope is also 4.

y = 4x + b

To find "b", plug in the point (-3,5) into the equation.

y = 4x + b

5 = 4(-3) + b

5 = -12 + b Add 12 on both sides

17 = b

y = 4x + 17
