Why does someone have a responsibility to learn to be a good citizen?

If they didn't have the responsibility to learn to be a good citizen then Citizenship wouldn't exist and neither would some rights and responsibilities. I hope this helps.

Without social discipline, one might become crazed in society. It’s called social order, which is enforced by governments, the law, and essentially within our social circle. Imagine having the behaviour of Somali pirates in New York City, and imagine if everyone were behaving that way. The city would become condemned to social and political unrest within days, possibly permanently. It wouldn’t go too well now would it? Essentially it is what distinguishes a criminal from a normal person, or a psychopath from a “saint”. To be a good citizen means to be ethically and morally humane, have good values and not commit crimes. The fate of humanity itself rests on being a good citizen. Whether it be the citizen of a city, state or province, country, and the world.
