To simplify this equation, you need to find a number that is divisible by both numbers in the fraction, in this case it's 24 and 36. You can divide both numbers by 1, 2, 3, 4, 6 and 12. Since the question is asking you to find a proportional relationship and not straight up simplify, you can use any of these (except for 1, which won't make a difference).
