Consider the point where the hexagons meet the positive half of the y axis.

The inner hexagon meets the axis at
y=4 , whereas the outer hexagon meets the axis at
y = 6

So, we're looking for a dilation constant
such that

4k = 6

So, solving by k we have

k = (6)/(4) = (3)/(2)
