for a function every value of x must have exactly one value of y. and that is fulfilled, as for every value of x on the x-axis we can go straight up and down and cross the functional line exactly one time.

for a 1-to-1 function this would have to be true also the other way around : for every value of y there must be exactly one value of x. but that is not fulfilled, because

1. negative y values have no x value associated.

2. for every positive y value on the y-axis we will cross the functional line twice when going left or right.
