Rock layers found deeper are older than shallower layers.  Is this an example of a law or a theory?  Support your answer.

It states layers of rocks are arranged such that the oldest layers of rocks are found deeply down a strata of rocks with the youngest occurring at the topmost part as long as the rocks are not subjected to agents of deformation like erosion which may rearrange the format of their arrangement.
