Answer: Choice D (lower right corner)

If we have x = 0 liters of solution, then we have y = 0.20*x = 0.20*0 = 0 liters of bleach. Therefore the point (0,0) is on the graph.

The point (10,2) is also on the graph because x = 10 leads to y = 0.20*x = 0.20*10 = 2; meaning 10 liters of solution points to 2 liters of bleach.

The only graph that has both points (0,0) and (10,2) is choice D in the lower right corner.
