Help me PLEASE! ... " I think Lewis used these terms to refer Thomas Jefferson as a good president." Is that sentence correct? Does "refer" goes in that sentence??please tell me if that sentence is right, if is not right please fix it.. Thank You! and sorry for my BAD English

It's OK but doesn't fit completely. If this is not an English class than this is fine, but if it is an English class than you might consider switching "refer" to "express that" or "convey".
