Answer: Choice B, 2(x+7)(x+7)

Discussion:

For 2 out of each term in the polynomial:

2x^2+28x+98 =

2( x^2 + 14x + 49).

Note the 14 = 7 + 7 and 49 = 7*7 sp the polynomial factors as

2 (x+7)^2

which is choice B.
