13/38 because there’s 13 who like chocolate and vanilla and 2+23+13= 38

Explanation:

The bottom number is called the denominator. the bigger number always goes on top. I got that by adding up all the # of kids at the party. 13 was the # who liked both chocolate and vanilla :)
