The success of Republican Party in 1994 midterm elections is referred as Republican revolution. It was called a revolution because it was first time that in 40 years that Republican Party gained control lower and upper house.

The Republican party gained eight seats in the Senate and 54 seats in the House of Representatives. The Republican candidates campaigned with a national programme and had alleged Bill Clinton was not a democrat. They offered alternatives to Bill Clinton policies.

After their victory they launched a ten point legislative plan that was named " Contact with America" , it included dismantling the social welfare programs, balancing the budget and reducing federal taxes. The lower house passed all the bills included in contract with America, the only exception was the " Term -Limits constitutional amendment".
