"A Bill to Raise the Tax Rate on Those Earning Over One Million Dollars Annually." A bill with a title like this one could

A.only originate in the House
B. only originate in the Senate
C. begin in either part of Congress
D. begin in a Conference Committee

I originally believed that A.only originate in the House was correct, but I'm not sure. I noticed in my lesson it mentions, "The Constitution specifies the areas where Congress may pass legislation in Article I, Section 8. Some of these topics include collecting taxes and establishing the process for naturalization." So wouldn't this be raising taxes done by Congress?

The correct answer is "C".

A proposal for legislation or "bill" may originate not only both the House of Representatives (including its committees) or the Senate, but it may also come from the executive. This bill is handed to the appropriate committee in the House of Representatives for its further debate. It then has to be approved by a majority of votes in both the House of Representatives and Senate. Finally, after approval by both houses, it has to be approved by the President in order to become a Law.
