Germany thought if a war began it would need to fight on two fronts -- west and east. So German Field Marshall Alfred von Schlieffen drew up war plans that said attack France first, quickly, and then hold that territory while deploying forces to contend with Russia in the east. When World War I began, that's the plan German forces put into effect.

B) There was unrest in small nations, particularly in the Balkan region. But the main issue there was small nations seeking to establish themselves as independent from larger empires like Austria-Hungary or the Ottomans.

C) Fear of one nation becoming too powerful was more the issue a century earlier, after Napoleon's conquests across Europe. In 1815, the Congress of Vienna sought to establish a balance of power to prevent that sort of dominance from happening again.
