Formula


Percentage = (Part\ value* 100)/(Total\ value)

As given

Joseph earns $1070 monthly. Of that, $160.50 is withheld for taxes.

Here Total value = $1070

Part value = $160.50

Put in the formula


Percentage = (160.50* 100)/(1070)


Percentage = (1605)/(1070)

Percentage = 1.5 %

Therefore 1.5 % of Joseph's earnings is withheld .
