Federalists led by John Jay and Alexander Hamilton wanted to have a strong central government as the foundation of the new form of government for the United States. Antifederalists had the complete opposite view. They were against a strong central government because it had the risk of becoming a tyranny. The solution was to include a Bill of Rights that was drafted by James Madison. The Bill of Rights is the first Ten Amendments to the United States Constitution.
