How might General Lee's goal of capturing Washington D.C. have led him to order Pickett's Charge at the Battle of Gettysburg?

Overconfidence from the previous confederate wins. He also did not have many options. He believed ordering Pickett's Charge would lead to a major victory on his part, due to his prior luck.
