It is 1. Any coefficient in front of x in an equation like

y = kx

is just k. So for y = 14x the constant of proportionality is just 14. Negatives after much debate, can also be constants of proportionality

y = - 5x

The constant of proportionality is - 5

The general equation cannot be y = kx + b where b is not equal to zero does not have a constant of proportionality although it looks like it should.
