Explanation:

This is another one of those questions (there have been a lot lately) where what is wanted is not very clear. You want just the equation it would take to get the answer. Then you need the answer. There is a decimal involved but not much of one.

d ∝ h which means that d varies directly as h the time.

The constant of direct variation is r. This world class runner is going for 2 hours and in that time he goes 17 km.

d = r * h Answer. The question wants the equation.

17 = r * 2 Divide by 2

17/2 = r*2/2 Do the division

r = 8.5 km / hr. This is the numerical answer.
