Why is there an increase from O to F to NE in ionization energy?

Hiya!

This is because there is a stronger electron as they are almost or at a full shell of valence electrons, the more electrons on their outer shell, the more difficult to remove, as charge is proportional to force of attraction. This is why ne is hard to remove electrons as it is stable and has its full shell.
