Answer: 175 people

Explanation:

1) 100% - 20% = 80% not in a festive mood

2) 80% = 140 people

3) x=amount of people attending the fair

4)x times 0.80 = 140

5) x = 140/0.8 = 175

Therefore, 175 people attended the fair
