This text is an excerpt from an 1898 Congressional act known as “Teller Amendment”. This amendment was proposed by Senator Henry Teller after the end of Spanish- American war. The amendment was enacted in a joint resolution of the US congress during McKinley’s presidency. According to this amendment, neither Spain nor USA could permanently control the island of Cuba and it left the control of the island to its people.
