Percentage = (Part\ value* 100)/(Total\ value)

As given

In a small city, 18% of the people are voters. If there are 5400 voters .

Here Percentage = 18%

Part value = 5400

Put in the formula


18 = (5400* 100)/(Total\ value)


Total\ value = (5400* 100)/(18)


Total\ value = (540000)/(18)

Total value = 30000

Therefore the total population of the city are 30000.
