The no of rabbits last year were = 650

Explanation:

Percentage = (no of rabbits this year/no of rabbits last year )(100% )

200% = (1300/no of rabbits last year)(100%)

200%/100% = 1300/no of rabbits last year

2 = 1300/no of rabbits last year

no of rabbits last year =1300/2

= 650
