I think that it would be this: “I shall ask this Congress for greatly increased new appropriations and authorizations to carry on what we have begun.”

The second sentence highlighted in blue ("New circumstances are constantly begetting new needs for our safety. I shall ask this Congress for greatly increased new appropriations and authorizations to carry on what we have begun") is the one that is suggesting that the US government would gain more power to prepare for war, since President Roosevelt was there asking Congress for its support to continue helping Great Britain and to promote war industries in the United States to carry on what we have begun, or, in other words, what the allies had begun, a war against Germany, Japan and Italy (and its allies) in which President Roosevelt wanted the US to intervene, hence the request for "appropriations and authorizations" that would make the nation be more prepared and ready for the fight.
