The neural tube (which becomes the brain and spinal cord) develops first. The Nervous system. This is one of the first things to develop. It includes the formation of the baby’s brain, spinal cord, and nerves. However the question asks which is FULLY FUNCTIONAL during the first trimester, and that would be the Heart.
