In 1945, the federal minimum wage was $0.40/h. In 2015, the federal minimum wage is $7.25/h. What is the percent increase?

Round to the nearest tenth of a percent.

you need to know the difference in change between .40 and 7.25, which is 6.85, then you divide the change in price by the original amount, so you do 6.85/.40, which is 17.125, then multiply by 100 to get percent and you get 1712.5% increase.
