Henry Clay was a congressman in the United States and is famous for developing an economic plan to strengthen economy and keep federal government strong. The name of the plan was “American system” and its main points were: establishment of tariffs, establishment of a national bank, and improvement of infrastructure such as transportation systems and roads. Several acts were passed with the tariffs and the Second Bank of the United States was created. Acts referred to tariffs were controversial and some states, especially the ones from the South who did not support parts of the American system.
