f(x) can be written in the form of f(x) = (x-0)^2 + 0

Here h=0 and k=0

so, vertex is (0,0)

From the given graph we can see that the vertex is (4,-2)

the vertex (0,0) is shifted to (4,-2)

The graph f(x) is shifted 4 units to the right

h=0 is shifted 4 units to right and becomes h=4 on the given graph

So here the value of h is 4
