President Lincoln delayed the issuance of the emancipation proclamation to give conservatives in the Northern states time to adjust to the new reality and to wait until after the Union Army had achieved a major military victory. His concern was that the proclamation would be viewed as worthless without the backing of all citizens in the North and an army to match.
