You have to convert the fraction to a decimal, to do that you would need to divide the numerator by the denominator, to get the decimal then multiply the decimal by 100 and you should get your percent.

Divide the top of the fraction by the bottom
Then Multiply the result by 100
ie:
26/70
.37 (100)
37%
