When we get tangents or secants or a combination intersecting outside the circle, the intersection angle is half the difference of the arcs.

Here that means C = (1/2) ( arc AE - arc BD)

The total around the circle is 360 degrees so

arc AE = 360 - (25 + 115 + 115) = 105 degrees

C = (1/2) ( 105 - 25 ) = 40 degrees

Answer: B, 40 degrees
