90 - 27 = 63

She has $63 left. Each shirt is $9.

63 / 9 = 7

She can buy 7 shirts. The bests answer is x ≤ 7

The first inequality is the answer

$90 - $27 = $63
$63 ÷ 7 = $9 each which is what each shirt costs

It cannot be the second one because it will surpass the $63 dollar limit if she got more than 7 shirts.
