Why were the little shantytowns full of penniless and unemployed families that sprang up at the time of the Great Depression called Hoovervilles?

I don’t remember completely, but I’m pretty sure that they were called Hoovervilles because that’s when Herbert Hoover was president. And, many people blamed Hoover for being a terrible president and possibly the reason why nothing was improving.
