The correct answer is “in kind or property, or any direct or indirect benefit which the President deems satisfactory”.

The lend-lease program was a program by the US government to help the Allies in WWII. The Allies were bankrupt from fighting in the war. Because of the threat that the Axis represented, the US decided to give the Allies countries military aid in exchange for kind or property, or any direct or indirect benefit which the President deems satisfactory.
