Why would members of the House of Representatives be able to spend more time doing legislative work than members of the Senate?

because the Senate was set up to have only two members per state and the house was set up to have arbitrary fixed but changeable numbers of members representing each state based on population

Why would members of the House of Representatives be able to spend more time doing legislative work than members of the Senate?
