How would the local winds be affected if water and land aborbed and released heat at the same rate?

This cannot happen due to the Krebbs Cycle...and the Coriolis Effect.

But to answer your question, theoretically, if this were to occur, minimal depostion of water, pooling, would occur...such as is taking place on Mars and other exoplanets.
