The answer is gentrification.

According to Beauregard (2016) gentrification is the movement of middle income households into low income neighborhoods; in order for this movement to take place such neighborhoods must be upgraded.

Historically, this phenomenon began as a way to save older central cities that were experiencing a decline, but nowadays, its socio-economic consequences are still being discussed.
