The slope-intercept form of line:


y=mx+b

We have the slope
m=-(1)/(4)\to y=-(1)/(4)x+b and the point (-3, -2). Substitute:


-2=-(1)/(4)(-3)+b


-2=(3)/(4)+b subtract 3/4 from both sides


-2(3)/(4)=b\to b=-(11)/(4)

Answer:
y=-(1)/(4)x-(11)/(4)
