First create an equation to solve this:

If 34.2% equals 44,800 then 100% would equal how much?

100 x 44,800 = 4480000

4480000/ 34.2 = 130994.152

Rounded to the nearest whole number:

130994 total number of registered doctors.

let's say the 100% or total of registered doctors is "x".

in a recent year, there were 44800 female registered doctors, and we happen to know that is 34.2% of the whole thing, what is the 100% then? namely what is "x"?

\bf \begin{array}{ccll} amount&\%\\ \cline{1-2} 44800&34.2\\ x&100 \end{array}\implies \cfrac{44800}{x}=\cfrac{34.2}{100}\implies 4480000=34.2x \\\\\\ \cfrac{4480000}{34.2}=x\implies 130994.15\approx x\implies \stackrel{rounded~up}{130994}=x
