The US Constitution Twentieth Amendment states that a new Congress should meet to begin a new term at noon on January 3rd of each odd numbered year.

By law, a different day can be chosen. For example, the 108th happened on january 7th, 2003.

A Congress lasts for two years, with each year constituting a separate session.
