The percent sign means "out of a hundred". 12% is 12 out of a hundred, for example.
In the same way, 10% is 10 out of a hundred. That is 10/100, which is 0.1 (or one tenth).
10% of 36 is one tenth of 36. That is 36/10, which is 3.6.
