This cartoon was drawn by Leonard Ravenhill for the British magazine Punch in 1919. It makes reference to the League of Nations, an international diplomatic group created after WWI in order to avoid major conflicts between it's members. This cartoon makes reference to the paradoxical situation of the League. It had it's origins thanks to Woodrow Wilson, president of the U.S.A., as you can see, it was designed by him. But in the end despite his effords, the U.S. didn't take part in it. That's the reason Uncle's Sam part of the bridge is missing.
